The stocking stuffer problem is not finding something small. Small is easy. The problem is finding something small that is still being used in February — and most of what goes in a stocking is not.
Jewelry is unusually good at this, for one specific reason.

It is not too precious to use. This is the one people get wrong by spending more. Something valuable enough to worry about losing gets kept for good, and "for good" rarely comes. A gift you can wear to the supermarket is worn considerably more than one you cannot.
It survives their actual life. If it has to come off for the shower, the pool or the gym, at some point it comes off and does not go back on. Jewelry that can be left in beats jewelry that has to be managed.

Not on the day. Not at a party. On a Tuesday, doing nothing in particular. If the honest answer is no — too precious, wrong taste, needs managing, needs a size — it is the wrong gift no matter how good it looks in the box.
